Unfortunately, STPC eligibility also appears to depend on nationality of the passenger. Two colleagues of mine were transiting through Doha on identical itinieraries with tickets originating in the UK, but the one holding citizenship of a "less developed country" was advised that STPC was not available - while the one holding citizenship of a "more developed country" was offered STPC.
That is outrageous, if they were the same fares/classes. I can understand if QR restricts STPC availability for cheaper fares, but not solely on the basis of nationality.
