I think you have a very good chance of making the connection. Very unlikely to have ATC or weather problem that early in the morning, at both BWI or IAH.

The flight is almost always early. In fact, quite early.

Both flights will use either Terminal C or E. In most cases, it's easiest to walk. But if one of your flights use C14-27, and the other uses E12-24, then you should take the TerminaLink train between C and E:
