The airport facilities are pretty basic and the town is quite pretty and relatively close so I would definitely recommend a visit.
Last time I was there I had a hotel pickup so don't recall if there are any buses but taxis (in the form of minibuses) are quite plentiful and fares are negotiated when you jump on. It's usually pretty reasonable.
I think Vila is a pretty town. It hasn't changed much in the last 20-30 years except for a few minor trappings of "progress".
A market operates at the harbourfront (forgotten which days, sorry) and I recommend a walk up the hill to the area where the old British Government offices were for a good view of the harbour. Make your way around to the west and come down the hill into the Chinatown side which is always interesting.
Hotel Rossi was a good place to eat for the last 40 years or so but I heard it closed a couple of years ago. Not sure if anyone took it over.
