That's not a lot of money for a "high quality and nice environment" for New Years. I'm not sure what I can recommend at that price point.

Your best bet might be a buschenschank on this evening at your price point. Try googling "buschenschank Wien" or "buschenschank Vienna" and see if any appeal to you. I haven't been to any to recommend, but I've seen them and thought they looked fun.
