My question is for the specific situation that a person qualifies for EXP for the first time, in say January 2008. That person receives a Welcome to EXP package (without eVIPs) for 2008. It is also clear that this person (according to the current understanding of the rules) does not receive eVIPs in March either. However, that does not answer whether that person does receive them, since I have more trust in AA's IT group coding "Every March 1st, see who qualifies for EXP in 2008-2009, and hand them eVIPs" than "Every March 1st, see who qualifies for EXP in 2008-2009, and was also EXP as of December 31, 2007, and hand them eVIPs, but not to those that were not EXP as of December 31, 2007, but manages to get EXP for 2008-2009." Something about shortcuts that should not ever seriously occur.
This is not about any sane situation, but rather an understanding of the "reality" versus the "rule." It may also be relevant for the mythical EXP Challenge.
