In the old days, some EXPs qualified every other year and received 8 VIPs when they qualified (no matter when it happened) and 8 more the following March.

When the VIPs went paperless, EXPs received 8 of them when they qualified and did not receive more the following March. If they requalify, they get 8 more right away.

So no longer does anyone get 8 + 8. Now, you get 8.
