Yes. Anything that affects your balance in either direction by any amount counts.

There is sometimes a delay in posting dining and other partner awards. When the activity is near the 18-month point the miles may seem to have expired. A call to AA showing that the activity took place before the deadline, even if it wasn't posted by the deadline, will get them restored immediately and with no hassle. (It won't be the first time that happened; they know how to deal with it.)
