There's a least one exception to carrier B accepting carrier A's ticket, even if full Y fare: Southwest tickets are valid on Southwest only.

I suspect, but am not certain, some of the other/newer low-fare carriers' tickets may not be accepted by UA, DL, AA, NW, US, etc., i.e., Jet Blue, Frontier, Vanguard.
