Also, I think that Europeans tend to travel for leisure differently than Americans (these discounted R & Z fares are marketed to leisure travelers because the effective dates are so constraining).
While Americans will generally opt for J if at a discounted rate, most European J customers tend to literally be on business, and European leisure travelers tend to eschew the creature comforts in return for a less expensive ride.
Also: One more possible factor may be setting the price in Pounds or Euros based on a given exchange rate and leaving it there regardless of the currency fluctuations in order to avoid having customers "play" the currency valuations.
