It's different pricing, pure and simple. I think it's not even "intentional" as such. I reckon they just think that designing an ex-EUR sale is not going to be worth the effort because fewer people will buy discretionary seats on them, as Europeans are more likely to fly EU carriers and watch their offers more closely than foreign ones.
