Well, let me clarify that statement. Tokyo is my favorite city in the world. Wouldn't want to live anywhere else right now. I just don't think it offers much to a casual tourist, certainly not a fundamentally different experience than other global cities (cosmetic differences aside), whereas western Japan is [dare I say] much more Japanese and probably much more interesting to someone skimming the surface.
And the OP said he's coming to Tokyo on business anyway, so he will have already seen quite a bit of it by the time he returns for vacation.
