Agree they can be long, but they're actually pretty efficient at times.
The immigration queue is marked with time to end of queue signs on the end rail where the line turns. But since you have 7 hours, you can determine that after the queue as jib71 suggested. If you are within 1.5 hour from scheduled landing to the train departure time, you should be ok. But at mid-morning at Tsukiji, you will only see vendor stalls.
