Actually the cost is significantly more than the cost of the raw materials/supplies for these things, but it's still small in the scope of the ticket.
This would be a FANTASTIC guerrilla marketing idea for a rival airline.

Rival airline puts 3 or 4 people on AC flight. Mid-flight they start handing out promo items to compensate for AC cut-backs with a note attached from rival airline.
