FA's, IMHO, have waaaay too much authority in these matters. If they want to have you detained and possibly arrested, they almost always can. They are like a bunch of spoiled little kids.
The problem is not that they have the authority is that they are in a double-bind. One the one hand, they are service employees and they are there to keep you happy; on the other hand, they "are there for your safety" and they have authority over you.
It's a resentment-inducing position and a recipe for disaster.
