At some airports gates are so tight and angled such that traditional aircraft maneuvering (utilizing engine thrust) would put workers and equipment in danger of jetblast exposure... I'm sure there are gates at LGA that fit this description.
Everytime I pull into LAX TBIT on a 744 we hold short of the gate and we're brought in by a tug.
It is my understanding this is done because the gates are tight - especially when you have many widebodies lined up next to each other.
