Basically make the bag contents seem as unattractive a target as possible at the first opening of the zip whilst potentially concealing some more valuable rather-not-be-stolen stuff. With 1000 other attractive bags to steal from who is going to spend time rummaging through my laundry? A lock helps of course.
That's basically my strategy too... and dirty laundry on the outbound trip too!!
Another secret is to use really crappy luggage - cheap, scuffed up, bits of duct tape here and there for effect. People who use swanky luggage amaze me - might as well have a neon tag on it saying "steal me".
Finally, I wonder of the OP had flashy luggage tags - like a BA Gold tag for example.... another come on to the light fingered ones.
