Hadn't you asked for that though?

I'm confused - it seems like you had arranged for your bags to be through checked at NBO, but then are upset because you had arranged for your bags to be through checked at NBO, when you found out that the inconvenience of having to get your bags and re-check them was outweighed by the fact you were facing an excess baggage fee.

Maybe I'm missing something.
