A good example of this would be booking partner/OW awards. AA.com now allows online booking of AA awards (nice feature, by the way), but nothing when partners are involved. Hence you get tacked on that $15 fee for talking and booking with a phone agent
There is nothing to stop you phoning an AA office in a country where there is no booking fee to make the booking; using VOIP services, calls to other countries can be pretty cheap/free ; ok , you may be hit a bit on the currency exchange on the purchase, but if that is < $15, then you come out ahead
