i believe this is incorrect and ought to read "some banks do not allow withdrawals from a savings account when using a foreign atm".
if u can't find a branch of ur own bank, then be aware that most machines in mainland china do not accept cards issued outside mainland china. those that do will show the visa, mastercard, plus and/or cirrus symbols. accordingly, u also need a cash card that shows at least one of these.
