I've never been able to get advanced seating on intra European legs on KLM. Two thirds of the time I get them at the airport when I check in, but about a third of the time I have to get them in AMS (which sucks). But those are all KLM Cityhopper flights -- don't know how it works with longer KLM flights out of AMS.
