Avis First and President's Club appear to be parallel programs, at least in the US.

I was Avis First before I became President's Club and am still earning Avis First weekend coupons, and can still log into the Avis First site. Another FTer I know got President's Club from a credit card and was told once he reaches Avis First qualification criteria, he will start earning Avis First weekend coupons.
