President's Club is an invitation only level which sometimes also comes with Credit Cards. It is somewhere below Chairman's Club.
Benefits include a two class upgrade when you book an intermediate car, special service numbers and delivery of the vehicle to your hotel in some cities / countries. And usually quite good rates.
However in Australia it does not allow you to earn free rentals. Maybe in the US or CDN it does.
