That's a shame - I've only had a pilot refuse to turn on Ch. 9 once. Usually they have it on anyway, and almost all the rest of the time they turn it on when I ask a FA to ask.

IAD is ALWAYS ALWAYS ALWAYS a miserable int'l arrival experience.
