That's what comes to my mind:
1) Something has to be done to get to MUC airport faster than in 40 minutes by public transportation.
2) The Transrapid is an expensive technology which should be sold several times to foreign countries. It would be more credible to use that technology in its home country.
3) The airport has to be linked to the center of Munich way before 2014.
4) It has to be cost effective and convenient to travelers. 14 or 16 euros is a heck a lot of money to get to an airport. If I had the time, I'd take the regular S-Bahn, the mentioned price is ridiculous.
5) 1,85 Billion euros is lots of taxpayers' money. I guess there are more reasonable ways to use it.
Don't get me wrong. I don't have a real opinion on whether to built the Transrapid in MUC or not but I have some doubts and a bad feeling about it.
There are two things I can guarantee. First of all, whoever will be in charge is not going to keep the planned date of completion as there will be several complications due to law suits against it, etc. Second: it will cost more than they planned years ago which will for sure result in higher fares.
