AFAIK, there's nowhere in Europe you can enjoy a beach in December. Most beach resorts actually shut down for the winter (as in only services/businesses geared towards local residents remain open).
A lot of Europeans, though, go to the Canary Islands in the winter time. But maybe that's too far off from European continent for you.
