Well, I generally disagree with you.
I was a prolific poster on the multi partner promotion they had earlier this year and the execution and the follow through of that promotion was dismal, to be sure.
However, my experience with the Siteseer promotion was fine from the get-go and although some people appeared to have had problems they were fixed early on -- Delta gave them the miles anyway if they contacted them. So your criticism of this promotion -- which appears to stem in large part from the Siteseer and the other Budget promotion -- is not on point.
Finally, your last point about the prior Budget promotion is not Delta's doing. That is purely a Budget matter and a failing of that car rental company, not Delta. Those are Budget's rules, and I can tell you that getting miles from each of the rental companies is like pulling teeth.
For example, did you know that you earn no miles for off site Avis rentals? No where is that mentioned in the T&C of a promotion, no, it is buried int eh general rules of Avis car rentals!
So, your criticism of Delta is unfair in this case, and if you don't like Budget, then don't rent from them.
Your solution seems to be that Delta should not even offer Budget as an alternative.
Finally, although the other poster's rates may have trended up in her example, that may not hold true for all rentals, so making a blanket statement basaed on one rental quote is as ridiculous as your condemning Delta for its partners rules.
