The bags also said "Attention: Liquid package can not be open during travelling, otherwise it cannot be carry over to plane!"

They must have gotten the baggie idea from TSA and there might have been something in the documents they received about opening the package before boarding.

The screeners, incidentally were pleasant and efficient.
