bisfly. Depends I guess on WHAT cert is being used. All upgrade seats come out of the SAME inventory - NC or NF. If no seat in that inventory exists when you call, it all comes down to waitlist seniority. A 1K for instance calling a day or so out for a waitlist upgrade using either points or certs, and getting on a PA1 waitlist will leapfrog someone a month earlier who is on a PA2 as I understand it, if a seat is freed up a day before the flight.
And on the day of flight the DM list comes into play which is another weird beast to explain.
