I also encountered the minimum $100 per card option. I asked and was told by a 7-11 employee that I may be able to buy a lower denominated card from on site Peoples stores. However, I never actually verified this information. Perhaps you can call a 3 store and ask.
Before I left HK, I gave my SIM card to a friend to use for mainly outgoing calls.
