I think what has happened is that KLM developed the OLCI system and other guys are using it. Even when you check-in with AF, you can notice that the URL is a KLM one and the PDF is indeed generated by KLM. Moreover, even if you're flying entirely on AF, you could do the whole OLCI process on klm.com (in which case you will even have the KLM logo printed all over your BP).
