Unfortunately, there are other people who could bump you down. A plat who did OLCI earlier than you, perhaps because their connection left earlier than you. Travelers who were disrupted are another source that could push you down.
OLCI is for X/R inventory upgrades, and not for C upgrades. There seems to be no "airport control list" for the C type of upgrade.
