Vienna gets my vote for the above reasons (even if the Xmasfairs won't be happening then). Of course I'm biased because I went to school in Vienna. But it is a lovely city, and holidays are a good time to visit for the reasons above.
While my first vote goes for Vienna, my 2nd would be for AMS.

After a week in Vienna this year, I will concur with Sharon. While I was not there in the winter, it would seem that appropriate clothing would help overcome the cold and snow - this coming from someone who lives below the snow belt. The public transportation system (including taxis) is very comfortable, affordable and reliable.
I have heard others describe Vienna as dull. I could not disagree more. In one week, we did not see or do 1/4 of what I would have liked. But, we did spend what time we had discovering eras of Viennese greatness through its art (especially the art deco Secession movement), music (Vienna Boys Choir, Strauss Opera, Vienna Jazz Festival) and architecture (the Ringstrasse, the Stefansdom, multiple palaces). I can't imagine how cool it would be to exepreince the ball season.
Paris gets my first vote, with Vienna a close second.
