As for reason #2, why does it matter if one is in the restricted area in this instance? Isn't it safer to have a passenger drink the nefarious liquid (if the passenger volunteers to do so) as opposed to having the liquid dropped into a container with all of the liquids relinquished by other passengers?
I've been told that there are numerous legal problems with making/encouraging people to consume anything. That is why it never done in the United States.
I actually believe this has merit.
In this litigious world, I can picture someone coming through a checkpoint with some unknown liquid, drinking it in front of a screener and subsequently dying. "My client would have never consumed 12oz of GHB if the Government hadn't ordered him."
