Does anyone know if the bonus on millage for points transferred is valid for a US amex card or is it only for Israeli Matmid members?

Why does elal offer special offers that are only for israeli matmid members?

(also - I think that there used to be a way to become a gold or plat matmid member through Bank Leumi private banking. Does anyone know if this still exists?
