I think you're misreading the information on seatcounter. All you can tell from that data is that United is willing to sell at least 9 seats in Coach (Y9), at least 9 seats in Business (C9), and 8 seats in First (F8). The other buckets are just different fares for the various cabins. United's site shows exactly the same information.
