The reason that United does this, I believe, is to compete with other airlines. Flight 930 is from LAS-SFO-LHR. Virgin has a flight from LAS-GTW. United can say that they have one-stop service, even though you are on a Shuttle the first leg, and get to connect to the International terminal at SFO with usually a tight connection due to flow control.
