No, you got it as far as you go. Whatever rules Marriott or a Marriott property chooses to enforce or not to enforce plays no role in whether the activity is a violation of law. Contrariwise, however, the law doesn't determine whether the activity is a violation of Marriott rules. Further, the fact that the property is hosting the event isn't definitive either because we know nothing about the interworkings of the rule, or to what extent Marriott enforces the rule on its properties, or how Marriott interprets the rule, or whether or not the property sought Marriott's approval of the arrangments or whether that was even necessary. We just don't know. Sort of like the Platinum Premier level.
