Oz is correct.

The term dates back to the early days of rail travel in the UK. Competing rail lines used different gauge tracks. This prevented one rail line from using the tracks of another. For some longer distance trips a traveller would need to change rail companies, and hence, the "change of gauge" term.

I believe this is the correct origination of this term. Anyone from the UK want to confirm this?
