The relevant point about the amount of luggage is that I did not mention the preceding dozen or so flights and that this trip is at the end of a 6 week trip through North America, Asia, and Africa and thus the luggage cannot be dropped off somewhere else along the way. We felt that one checked bag each (including stuff specifically for a safari in Africa) was about as pared down as possible.
