Another vote for Paris from someone who spent many New Year Eves there.

Considered Vienna for NYE 2006/2007, had Venice booked (tickets & hotel), ended up switching everything last minute to Paris and had great time as always, although weather wasn't as sunny as the year before, but .. no snow, which is always a plus.
