Any place with a significant low season. I'm thinking Phoenix in the middle of August.

The Southeast will have low room prices in smaller cities, but I'm guessing you're looking for hub cities?

Small cities like Birmingham AL, Knoxville, TN and Augusta ME, if you time them right (not during football or leaf seasons).
