It's a little more complicated than that, as mileage upgrade request from 1Ks are grouped with the SWU and CR-1 requests. This is MP's way of at least somewhat prioritizing requests by status, while still allowing 2Ps, 3Ps, and GMs a chance to compete with 1Ps for mileage upgrades.
