Not always. Earlier this year (when I was a Platinum), I received an email from the manager of the W Seattle asking what could make my stay better. I emailed back saying an upgrade to a suite would do the trick (I was in the airport about to travel to Seattle).
I got an email back saying it had been done. It was a very good suite.
