What does steril flight deck mean, and what does it have to do with my mp3 player? I am not using anything that transmits, what's the fuss with 10,000 feet?

Also upon touchdown they say you can use cell phones but instead of calling someone to tell them I landed, I use my mp3 player and tune everyone else out, is this OK?
