I agree, doesn't make sense.
Back on-topic, when I upgraded 930 on a Sunday in July with an SWU. It cleared about 6 hours before departure time, and without reserving a seat, and checking in about 90 mins before departure time, I got UD. I'm pretty sure C didn't get to 0 before that one, though -- I remember thinking there was a good chance I'd get the UG.
