LH, when using miles&more miles, allows upgrades on any paid fare - if you use UA miles on LH flights, than the same fare categories are eligible for upgrade as on UA flights.

Please be aware that you can't upgrade at all with UA miles when booked on a UA code-share flight in LH metal.
