if I had to take a guess as to why some do not, it would probably fall into one of two reasons:
1) insufficient staffing to handle daily email traffic
2) a preference not to correspond via email so as not to disappoint
William: do your colleagues know how silly that sounds? It's like me emailing you, but you saying you can only respond via phone or fax or vice versa. If you don't have ability/staff to handle email, then don't originate email in the first place!
