All calls are logged and traced. Your voice would be recorded and measures taken to identify it. Even before 9/11 such calls would have been considered suspicious because of the possibility of coding - and you might inadvertently use a code which is normally associated with a known terrorist group. Don't forget that there were plenty of such groups around well before 9/11. It would be an amazingly stupid thing to do!
