Yes - the permit and the license plate numbers need to match, so you'll need to get the permit after you get the car.
Cleveland Park is a great area, although depending on how close your friend lives to Connecticut Avenue parking could be tight. Great restaurants and the best movie theater in DC - the Uptown.
