Responding to the original message. I think there is a misunderstanding on "legal routing." I think you are referring to a "legal connection." You can legally connect anywhere just as long as you meet the minimum and maximum allowable time for the connection.

The fact that LAX-IAD-NRT didn't price out at $750 meant that for the $750 fare, LAX-IAD-NRT is NOT a legal routing. Each fare has a routings section listing valid routings. LAX-IAD-NRT is a "legal" routing on the $3000 fare.

I could potentially fly SFO-LAX-DEN-ORD-LGA-IAD-NRT and make valid connections at each point but this would not be a valid routing for the lower fares.
